In Taiwan, overseas students can open a financial account in the Chunhwa Post Office, which offers banking services including deposit saving, credit card/ debit card services. 

To open a financial account in the Post Office 

• Apply IN PERSON ONLY! 
• Required documents
  • ARCs (Alien Resident Certificate)** 
  • Secondary Certificat (passport, NHI Card, driving license...etc.)
  • Wooden seal

**Applicants who have no alien resident certificate must present their passport and a "record of ID No. in the Republic of China" (apply at the county/city service station of the National Immigration Agency, Ministry of the Interior; for inquiries, call: 02-2388-9393; 0800-024-111).
